At the center of the RANG footprint was once a 1,324-unit housing development that was called the Richard Allen Homes (The Projects), established in 1942.

There was never a lot of economic access and social opportunity in the projects. The residents, however, placed a great value on the relationships they formed there.

The original Richard Allen Homes were rehabilitated in 2003, and in the process, reduced from 1,324 units to 408 townhome-style units.
